The governance frameworks executives built over decades were designed for human workers. AI agents are not people, and that gap is where enterprise risk is accumulating fastest.

Organizations have struggled to govern AI deployment at scale. The rise of shadow AI has exposed critical uncertainties about who—or what—is authorized to act within enterprise systems. Recent research shows that 91% of organizations are already using AI agents, yet only 10% have a clear strategy to manage them.

AI agents now operate as autonomous digital actors: analyzing data, initiating workflows, and executing tasks without direct human oversight. While productivity benefits are clear, the shift in decision-making authority is less visible—and more consequential.

The central risk in enterprise AI adoption isn’t agent intelligence, but the authority executives delegate to them. When decision rights are assigned to systems that organizations cannot fully monitor or control, vulnerabilities emerge.

The danger isn’t that AI agents will act maliciously. It’s that they will execute precisely as configured within systems never designed to account for non-human identities.

For years, enterprise security models have centered on human workers: employees are hired, credentialed, monitored, and offboarded through identity management systems that verify who they are, what they can access, and what actions they’re authorized to take.

AI agents disrupt this model. They operate continuously across multiple systems and cloud environments, without defined work hours. They can retrieve sensitive data, trigger financial processes, or make customer-facing decisions in seconds.

Yet most enterprises still treat agents as background software rather than operational actors with real authority. Research from API management platform Gravitee finds that only 22% of organizations treat AI agents as independent identities, even as nearly 90% report suspected or confirmed security incidents involving AI agents.

Consider a typical use case: An internal AI agent streamlines employee administration by submitting leave requests, updating payroll details, and notifying managers. To complete these tasks, the agent connects to HR systems, finance platforms, and collaboration tools.

How many systems does the agent access? What permissions does it hold? What access points might it expose? And if something goes wrong, how can the organization intervene?

The efficiency gains are tangible. But without clear identity controls governing each step, companies may not know exactly what authority has been delegated—or how to revoke it when problems arise.

This identity gap is fundamentally a leadership challenge, not just a technical one.

Traditional access models assume stable roles and predictable human behavior. AI agents operate through dynamic tasks and delegated authority, often requiring temporary, highly specific permissions for single actions before moving to the next workflow.

Without continuous verification and authorization, organizations risk accumulating non-human actors with broad, persistent access to critical systems—access that was never deliberately granted.

Real-world incidents illustrate the stakes. A McDonald’s chatbot breach exposed millions of applicant records due to weak controls. An AI coding agent at Replit deleted a live production database. These events show how quickly governance gaps can become operational disasters.

An AI agent optimizing supply chain decisions could trigger large-scale purchasing commitments. A customer service agent might expose sensitive account information. A financial reporting agent could distribute confidential data across unauthorized channels. All stem from poorly governed autonomy.

Regulators are beginning to respond. In markets like Singapore and Australia, policymakers emphasize that organizations remain responsible for their automated systems.

This creates a compliance challenge for business leaders: How do you prove which system initiated a decision? How do you demonstrate that access was appropriate when an action was taken? How do you pause or revoke authority if an agent behaves unexpectedly?

To secure AI agents, organizations must answer three fundamental questions: Where are my agents? What can they connect to? What are they allowed to do?

The solution doesn’t require reinventing existing practices. Companies already have the disciplines needed to manage AI agents: executives simply need to treat them similarly to human employees.

Practically, this means applying established workforce security principles to a new operational context. Organizations need lifecycle management for agents, clearly defined scope and duration for permissions, continuous activity monitoring, and step-up authorization for high-risk actions. Instead of broad, long-lived access, agents should operate with just-in-time credentials tied to specific tasks.

The organizations that succeed with AI adoption won’t be those that deploy the most—or the most intelligent—AI. They will be those that deploy it with clarity about who is authorized to act, and a reliable way to prove it. That’s how AI transitions from experiment or risk to strategic asset.
